Speaking on the benefits of the new scrapping policy, Gadkari said recycling would reduce the cost of components for the automobile industry as well as exempt consumers from registration and road tax for the purchase of new vehicles. This will increase sales of vehicles in the auto sector.

What is the new scrapping policy?


It will be expensive to get RC renewal, fitness certificate

The government has issued the Central Motor Vehicle (Research) Rules, 2021. This rule will come into force from October 1, 2021. It provides information on vehicle scrapage certificate, fitness certificate, and its registration renewal rules as well as fees. It states that if a vehicle registration certificate has been obtained, no fee will be charged for issuing a registration certificate for the purchase of a new vehicle.

If you don’t get a scrapage certificate before October 1, you won’t even get the incentive you get on an old car. It will also be expensive to renew the RC or get a fitness certificate. This will apply to both private and commercial vehicles.

Motorcycle: It will cost Rs. 300 to get a new registration certificate. While it will cost Rs.1000 to renew.
Three Wheeler / Quadricycle: Rs 600 for a new registration certificate and Rs 2500 for renewal.
Light motor vehicle: Rs 600 for new registration certificate, Rs 5000 for renewal.
Imported motor vehicle: For four wheels or more: Rs. 2500 for new registration certificate and Rs. 10,000 for renewal.

Keep in mind that if the registration certificate is a smart card type, you will have to pay an additional Rs. In addition, if the renewal of the registration certificate is delayed, an additional Rs 300 per month will have to be paid for the motorcycle. An additional charge of Rs 500 will be levied for the remaining vehicles.

Testing fitness certificates is also expensive

Grants for 15-year-old vehicles and testing charges for fitness certificate renewals have also been made expensive.

You will have to pay Rs 400 for a manual motorcycle and Rs 500 for an automated one.
The fee is Rs 800 for manual lighter vehicles, three wheelers and Rs 1,000 for automated.
Medium Vehicle / Passenger Motor Vehicle – Rs. 800 for manual and Rs. 1300 for automated.
Heavy Vehicle / Passenger Motor Vehicle – Manual will cost Rs.1000 while Automated will cost Rs.1500.
Fitness certificate renewal will be expensive

This is how the fitness certificate renewal and grant for 15 year old vehicles will be charged.

1000 for a motorcycle
3500 for three wheeler or quadricycle
7500 for light vehicles
10,000 for Medium goods / passenger motor vehicle
12500 for heavy goods / passenger motor vehicle
If a fitness certificate is taken after expiry, an additional charge of Rs. 50 per day will be levied after expiry.

One April old vehicles will not be renewed

The Ministry of Road Transport and Highways tweeted that the government department on April 1, 2022 could not renew its vehicles older than 15 years. Participants in the case are invited to submit a copy of their notice, comments and complaint within 30 days.

5 per cent discount on new car purchase: Nitin Gadkari

So this month, Nitin Gadkari said that those who adopt a scrapping policy will get a 5 per cent discount on buying a new car. Gadkari said that almost the world’s largest auto brand is present in India. Due to the scrapping policy, the size of the auto sector economy will increase from Rs 4.50 lakh crore to Rs 6 lakh crore.

He said that there are more than 1 crore vehicles which emit 10 to 12 times more pollution than normal vehicles. The scrap policy will reduce the air pollution caused by vehicles by 25 to 30%.
